I think one of the things that can work out better is upping the standard starter heatsinking cap and lowering the amount of heatsinks given
like, instead of starting out with 0 heat sinking capabilities and 1 card, you start out with 10, enough to do 2 actions for free, but extras are either
a. rarer
b. does NOT provide cards
or
c. is very powerful, but also one time use/ comes with many cards that threatens to bloat your deck
as is, the game kinda makes it so you HAVE to always gun for heatsinks first or you’ll lose
Also, maybe add a special “Targeting Computer” part that allows you to aim attacks, BUT doubles your cardpool by adding the aimed version of said attacks onto the already existing cards?
So you can get stuck in really dire situation like max heat with nothing but double heat aimed laser attacks or the standard attacks
